The Duty to Manage
Under Regulation 4 of the Control of Asbestos Regulations (CAR) 2012, simply having an asbestos survey is not enough. The 'dutyholder' must actively manage any asbestos identified within the premises.

An Asbestos Management Plan is a comprehensive, written document that outlines exactly how you will handle the asbestos-containing materials (ACMs) in your building. It dictates how the risks will be minimized, who is responsible for the materials, and how information will be passed on to contractors or staff.
A Living Document
Your management plan is not a static report that sits in a drawer. It is a living document that must be reviewed regularly—at least annually, or whenever significant changes are made to the building or the condition of the asbestos materials.

Who is the Dutyholder?
Usually the building owner, or the person/organization responsible for maintenance and repairs under a tenancy agreement.
